Governors from across the country personally appealed to Capitol Hill lawmakers on Monday for "flexibility" as Washington Republicans weigh how to overhaul the Affordable Care Act - capping a critical weekend of meetings on the issue among lawmakers, White House officials and insurance CEOs.

Earlier this month, a draft of a Republican Obamacare replacement plan leaked to the press - and it was nearly immediately panned by the conservative House Freedom Caucus for supposedly being too liberal. The leaked draft shows Republicans also plan to end the law's individual mandate but create new penalties for people who lack health insurance coverage.

When asked whether he would vote no on a repeal bill unless there was a replacement tied to it, he said, "Absolutely". Republicans now say that their approach would provide "universal access" to affordable health care, but without guaranteeing that everyone currently enrolled can hang on to their insurance. Trump said that he was moving "very quickly" on an Obamacare repeal and replacement plan.

That's a pretty big promise to try and live up to, and as Oliver has pointed out, the clock is now ticking for republicans to get something done. It also subsidizes out-of-pocket expenses such as deductibles for people with low incomes.

Since that legislation was passed seven years ago, Republicans have vowed to dismantle it if given the chance.
