Trump to nominate Francisco as USA solicitor general

President Donald Trump has nominated Noel Francisco as the administration's top Supreme Court attorney, with Francisco, if he's confirmed, now poised to file an influential legal brief in the pending New Jersey sports betting case.

Francisco has been serving as the administration's acting solicitor general.

He previously worked at the Jones Day Law Firm, wherein he argued three high-profile cases in the Supreme Court.

Francisco was also a White House lawyer from 2001 to 2003, and legal counsel for the Justice Department from 2003 to 2005.

One of the most hard jobs for the Trump administration to fill just went to the man already filling it. Cooper, a Washington, D.C., lawyer who handles U.S. Supreme Court cases, is friends with Attorney General Jeff Sessions, and he withdrew from consideration in February after criticizing the Senate's treatment of Sessions at confirmation hearings, Politico reported at the time.

A former law clerk to the late Justice Antonin Scalia, Francisco brings with him a wealth of appellate experience.

It is hard to overstate the importance of the solicitor general's role in conducting the business of the high court.

The role of Solicitor General doesn't usually make too many headlines, but that's nearly certain to change in the next four years. The justices often call on the officer to offer the government's views on important statutory and constitutional issues affecting the whole country, and the solicitor general's answer usually looks beyond the politics of the moment and to the broader interests of the U.S. He represented former Virginia Gov. White House counsel Don McGahn and deputy counsel Gregory Katsas also hail from the firm, among others. Additionally, Francisco worked in the Office of Counsel to the President as Associate Counsel during the George W. Bush administration.
