Pence breaks Senate tie on Planned Parenthood funding bill

Republicans have said the Obama rule should be overturned to allow states the right to steer funds away from abortion providers, if they choose.

As Republicans waited for Isakson to arrive, Senate Minority Leader Chuck Schumer's office sent a note to reporters with the subject line: "What's going on with this Senate vote?".

The rule prohibits states from withholding family-planning funding from providers for reasons other than their ability to offer family-planning services.

"A day after the White House hosted a "women's empowerment" summit, [VP Pence] cast the deciding vote to undermine access to birth control", Planned Parenthood said in a tweet.
