Trump allowing states to block some Planned Parenthood money
Apr 14, 2017, 10:48
President Donald Trump signed legislation Thursday allowing states to withhold federal family planning dollars from clinics that provide abortion services, a move that in effect deprives Planned Parenthood and several other family groups of a significant source of funding.
"No Title X money can be used for abortion ― women who seek the procedure at Planned Parenthood must pay out-of-pocket ― but most Republicans are still opposed to granting public dollars to the organization", according to The Huffington Post.
But the Trump administration's opposition to abortion, even potentially at the expense of women's health care, seems clear. Planned Parenthood uses the $70 million it receives in Title X grants a year to serve 1.5 million patients ― about one-third of the patients in the program.
Trump signed the unpopular rollback of the Obama regulation that didn't allow states to defend Planned Parenthood's family planning in a closed press event with no television cameras allowed. When the measure was introduced, Black said that her state of Tennessee had tried to stop giving Title X grants to Planned Parenthood and other abortion providers in order to redirect those grants to other health providers.
Trump signed a bill earlier Thursday nixing an Obama-era rule that kept states from defunding healthcare providers for political reasons.

Susan B. Anthony List President Marjorie Dannenfelser added that "prioritizing funding away from Planned Parenthood to comprehensive health care alternatives is a winning issue". In rural states and other places with limited access to women's health centers, taking away Title X funding could result in clinics closing - and there might not be other options.
Vice President Mike Pence had all but sealed the deal on March 30, when he cast the deciding vote both in a procedural vote and in the final vote landing the bill on Trump's desk.
There is already a ban on using federal funds for abortion except for rare instances. "He's taking every step we wish [from the Global Gag Rule] to the appointment of Neil Gorsuch to the Supreme Court to seeking to defund Planned Parenthood", Scheidler said.
"We should build on the tremendous progress made in this country with expanded access to birth control, instead of enacting policies that take us backward", Laguens said. "Title X-funded clinics play a vital role in our health care system, with over four million women receiving family planning and preventive care at these clinics each year".
