Future of revamped health care bill remains dubious in House

Apr 22, 2017, 01:39

A substantial number of members of the Republican House conference have maximalist ideas about Obamacare repeal, and can't abide leaving a lot of the law's spending and (especially) insurance regulations in place.

The White House is exploring whether to revive repealing and replacing Obamacare before President Donald Trump hits the key milestone of 100 days in office next week, the media reported. Frank Palllone Jr. (D-6th Dist.), who is leading the fight against the GOP bill in the House, have said they are amenable to amending the Affordable Care Act but not to repeal it.

Democrats also want federal funds maintained for Planned Parenthood, which many Republicans oppose because the women's health care provider performs abortions.

Late on Thursday, leading House Democrats were voicing skepticism a deal could be reached by the deadline. "I have been negotiating this for two months".

House Ways and Means Committee Chairman Kevin Brady told Fox News he would soon announce a hearing schedule to examine his House tax reform blueprint with its proposal to tax imports, a plan that appears to have lost ground as the White House works to unveil its own approach.

Without the full language it's unclear whether the plan could bring in enough votes to pass, says a senior House Republican aide. [States] are going to be reliant on whoever that is, even under a Republican regime.

After an appearance at an American Legion post down the road from Joint Base McGuire Dix Lakehurst to announce a new concierge medicine effort between Cooper University Health and Deborah Heart and Lung Center aimed military and veterans, MacArthur disclosed the House Republicans' American Health Care Act with his proposed changes could receive a vote in the U.S. House next week, provided the changes to be made still will allow the GOP-controlled Senate to act by majority vote and avoid a Democratic filibuster.

With congressional elections looming next year, Republicans acknowledge the stakes are high.

"Even our most recalcitrant members understand that if you shut down the government while you're running it and you control the House and the Senate, you can't blame anybody but yourself", Republican Rep. Tom Cole of Oklahoma told reporters.

"It is ripe for some type of negotiated agreement that gives the president some of his priorities and Democrats some of their priorities".

"Everything had been moving smoothly until the administration moved in with a heavy hand". The negotiations so far have excluded talk of the border wall, which Republicans have argued should be taken up later to keep the government open.

The MacArthur Amendment to the American Health Care Act would reinstate essential health benefits as the federal standard, but would allow states to apply for a waiver for these essential health benefits as a way to reduce premium costs. We should have started by talking about 'fixing, ' 'repairing, ' 'improving.' And we should have engaged with the Democrats on Day One.

A deal is needed because Congress was unable to approve funding for the entire 2017 fiscal year that ends in September and has relied on stop-gap spending legislation.

But one of the major stumbling blocks for the first AHCA vote was that the Congressional Budget Office predicted that 24 million people would lose coverage by 2024 if the bill became law.

"It's fantastic the diverse things you hear from different people", Cole said, noting the responses range from "'it's hopeless" to "Oh, it's going to get there'".
