President Donald Trump took the unusual step of advocating a forced shutdown of the federal government Tuesday, after Republicans and Democrats ignored White House demands in reaching a budget deal.

Aides to politicians involved in the talks announced the agreement after weeks of negotiations.

It also came at the start of a week in which the House is considering a possible vote on a health care overhaul that would repeal and replace Barack Obama's Affordable Care Act.

Congress is expected to vote this week on the $US1.1 trillion spending bill.

The White House had sought funding for the border wall, but as Democratic opposition to any funding for the project stiffened and Republicans winced at the idea of risking a government shutdown over the proposal, the White House relented.

The president of the United States is publicly prescribing a government "shutdown" to fix Congress, the body that has prevented him from passing any form of his agenda. The lowered threshold does not apply to legislation and Senate Majority Leader Mitch McConnell, along with more than 60 senators, have said they would oppose applying the option outside of judicial nominees.
