Lawmakers settle on US$1t plan to avoid US gov't shutdown

Yet, to get the document passed, President Donald Trump had to make concessions to the Democrats.

President Donald Trump took the unusual step of advocating a forced shutdown of the federal government Tuesday, after Republicans and Democrats ignored White House demands in reaching a budget deal.

President Trump this morning touted his administration's political victory on the spending bill in a ceremony originally scheduled to honor the Air Force Academy football team.

Writing for Axios, Jonathan Swan explains what he believes is Trump's thinking behind the tweet: early preparationg for a standoff with Democrats in September that could lead to a government shutdown.

Aides to politicians involved in the talks announced the agreement after weeks of negotiations.

It also came at the start of a week in which the House is considering a possible vote on a health care overhaul that would repeal and replace Barack Obama's Affordable Care Act.

Congress is expected to vote this week on the $US1.1 trillion spending bill.

The White House had sought funding for the border wall, but as Democratic opposition to any funding for the project stiffened and Republicans winced at the idea of risking a government shutdown over the proposal, the White House relented.

The president of the United States is publicly prescribing a government "shutdown" to fix Congress, the body that has prevented him from passing any form of his agenda. The lowered threshold does not apply to legislation and Senate Majority Leader Mitch McConnell, along with more than 60 senators, have said they would oppose applying the option outside of judicial nominees.

"The omnibus (spending bill) is in sharp contrast to President Trump's unsafe plans to steal billions from lifesaving research, instead increasing funding for the NIH (National Institutes of Health) by $2 billion", House Minority Leader Nancy Pelosi, D-California, said in a statement that nonetheless fell short of endorsing the bill outright. Although bipartisan support is predicted, some House conservatives aren't necessarily on board.

"We couldn't be more pleased", Vice President Mike Pence said Monday on CBS, touting increases in military spending and a "down payment" on border security. And that's important 'cause this is a dynamic we will likely see again this year and potentially sooner rather than later because Congress will have to do this all over again by the end of September.

In an interview over the weekend, Trump said he has found that in Washington "things generally tend to go a little bit slower than you'd like them to go".

Mr Trump made building the wall along the southern U.S. border with Mexico a core election pledge, insisting it would begin within his first 100 days, a milestone that came and went on Saturday.

"We were able to knock out more than 160 "poison pill riders" from the final agreement, including the border wall, anti-labor measures that hurt the working people of America, efforts to defund Planned Parenthood", Schumer said. "Everything that we got in this deal (Sunday) - last night - lines up perfectly with the President's priorities".

So-called sanctuary cities - which limit cooperation with the federal government on immigration law in order to shelter immigrants here illegally - will not be deprived of federal funding.

"He correctly noted that the pending measure would be a victory for Republicans because the administration succeeded in breaking the link '" forged over several Obama-era spending deals '" that required that any increases in military spending be matched by an equal, dollar-for-dollar increase for nondefense programs. "Our job is to do what we told the voters we were going to do".
