Sheriff David Clarke plagiarized parts of master's thesis

Milwaukee County sheriff David Clarke reportedly plagiarized several parts of his 2013 master's thesis on US homeland security.

Sources that CNN allege Clarke plagiarized include: the 9/11 Commission Report, a myriad of studies from the American Civil Liberties Union, reports from various think tanks and even former President George W. Bush's post-White House memoir "Decision Points".

An investigative report from CNN concluded that Clarke plagiarized at least 47 parts of his thesis from the Naval Postgraduate School in 2013. The thesis had been removed from the school's website; however it is still available via online databases.

"Only someone with a political agenda would say this is plagiarism", he said in an email to his hometown newspaper, the Milwaukee Journal Sentinel.

Fran McLaughlin, Clarke's public information officer at the Sheriff's Department, said the school has a system for doing papers and Clarke followed it.

The Department of Homeland Security has not confirmed Clarke's appointment as assistant secretary. The message directed viewers to the archive's policies page, which listed several potential reasons for taking an item down, including not meeting "the School's guidelines for plagiarism, research methodology or integrity of research". A side-by-sidecomparison by CNN illustrated the similarities between portions of Clarke's thesis and the original texts.

Works that Clarke pulled passages from included: "a 2002 ACLU report about 'The Government's Demand for New and Unnecessary Powers After September 11, ' a 2003 ACLU report critical of the FBI's records-collection practices, a 2007 ACLU report on 'fusion centers, ' and a 2011 ACLU report on the need to overhaul secrecy laws".

"Guy is a sleaze bag'" he tweeted.

Clark said on Wednesday that he had accepted a job as assistant secretary at the Department of Homeland Security.

Sheriff David Clarke supported Donald Trump during the 2016 presidential campaign, and has continued to praise hm since he was elected. Back in 2016, the Milwaukee sheriff tweeted a rebuke against Black Lives Matter by saying, "Black LIES Matter wants this conversation about Black lives?" At least four people died in Clarke's jail between April 2015 and November 2016, including a newborn baby who had been born inside the jail without the jail staff knowing. The deaths are being investigated, and prosecutors say one of the inmates died from dehydration after jail staff cut off water access to his cell.
