China, meanwhile, signaled a potentially important break with North Korea as part of global sanctions.

Trump has sought to pressure China to do more by linking action on North Korea to better trade terms.

The BBC's John Sudworth in Beijing says China has in the past been accused by the worldwide community of not working hard enough at sanctions enforcement, so these actions by North Korea's biggest trading partner are significant.

CIA Director Mike Pompeo and Army Lt. Gen. H.R. McMaster, President Trump's national security adviser, tried to provide assurances that a conflict is avoidable, while also supporting Trump's tough talk.
