Hungary calls European Union court's refugee ruling 'appalling'

The court noted the small number of relocations so far is due to factors that the European Union could not have foreseen, including "the lack of co-operation on the part of certain member states".

"It is time to be united and show full solidarity".

EU Migration Commissioner Dimitris Avramopoulos said Wednesday that "the EU-Turkey statement continues to work and deliver results".

"But we should be clear that member states have to show solidarity now because it is now that some member states need help".

Avramopoulos said if they fail to act soon, the Commission should consider taking "the last step in the infringement procedure, to refer Poland, Hungary and the Czech Republic to the European Court of Justice". All four countries also say migrants will disrupt their societies and the EU's focus should be on protecting its external borders.

German Foreign Minister Sigmar Gabriel said that the ruling means eastern European members must abide by the refugee sharing scheme.

Polish Prime Minister Beata Szydlo also rejected the ECJ's ruling, saying that Poland will hold firm to its position on asylum seekers and refugees.

Besides Hungary's legal arguments against the European Union plan, Prime Minister Viktor Orban's government has also made the case and the issue the focal point of its political activities since early 2015 and ahead of parliamentary elections expected in April 2018.
