She said the Government was working to remove the investor-state dispute settlement provisions from the deal that allow corporations to take legal action against a foreign government for introducing legislation that harms their investment or profits.

Roughly 600 refugees and asylum seekers barricaded inside the centre have run out of food, water and medication but are adamant it's safer to remain than risk being attacked by locals at the new accommodations.

The offer, first made by the country to the Gillard government in 2013, has been rejected a couple of times on the grounds that it would give asylum seekers a backdoor into Australia and become a marketing opportunity for people smugglers.

Despite the offer to take 150 refugees from the Manus Island and Naura centres back on the table, Mr Turnbull said his government would not be accepting it.

Ms Ardern said some of the discussions with Mr Turnbull were "challenging" and "frank".

Turnbull had said that Australia was pursuing a deal with the USA to take more than 1000 refugees from Australia before he considered other offers.

"Obviously TPP 11 is top of our agenda at present, and I would say again higher on our agenda is the EU Free Trade Agreement", she said. The United Nations has called on Australia to urgently restore support to those on Manus Island, at the very least.

Australia withdrew from the Manus Island centre on Tuesday, following a PNG court ruling that the centre was unconstitutional.

Opposition Leader Bill Shorten believes the federal government should accept the offer.
