Now data from Russia's weather service, Roshydromet, has confirmed that "extremely high pollution" was recorded in late September and early October.

Though the agency did not mention the exact source of the pollution, the monitoring station which picked up the highest levels of radiation is located about 20 miles from the Mayak nuclear facility.

One month after a mysterious radiation cloud was observed over Europe, whose source remained unknown last week speculation emerged that it may have been the result of a "nuclear accident" in Russia or Kazakhstan, on Tuesday Russian authorities on Tuesday confirmed the previous reports of a spike in radioactivity in the air over the Ural Mountains.

France's IRSN - the technical arm the French nuclear regulator ASN - first reported the cloud of ruthenium on November 9, saying that a release of similar magnitude on its territory would have triggered evacuations and other civil defense responses. The head of Rosgidromet, however, said that the automatic monitoring system detected an increase in the concentration of Ru-106 not only in Russian Federation, but also in neighboring countries such as Poland, Romania, Bulgaria and Ukraine. Rosatom was also quoted by Russia's RIA news agency as saying there were no accidents at any of its facilities which could increase the level of ruthenium 106 in the atmosphere.

The incident has shades of the 1986 Chernobyl incident, when the then-Soviet Union was forced to admit a nuclear meltdown had occurred after radioactive material was detected by monitors in Europe.

Official records in Russian Federation have confirmed that the surge in ruthenium pollution did come from southern Russian Federation in a report published Tuesday by the government weather agency Rosgidromet.

In 1957, the plant triggered what environmental activists later called the world's "second biggest nuclear disaster in history" after a storage tank exploded and radioactive waste was spread across the region - contaminating tens of thousands of people. Ruthenium-106, which is produced by splitting atoms in a reactor, is used in certain medical treatments. The facility now serves as a reprocessing site for nuclear fuel and ranks as one of the most radioactive places on earth, according to Greenpeace.

At Beacon, in turn, argue that the release of ruthenium-106 are irrelevant and stated that after checking his background radiation did not reveal any abnormalities. It does not occur naturally. It had also said the levels recorded in Europe were of "no outcome for human health and for the environment".

It said that the source of the pollution was probably an accident somewhere between the Volga River and the Ural Mountains, adding that the concentrations measured in Europe were not a danger to public health.

"Greenpeace will send a letter asking prosecutors to open an inquiry into potential concealment of a nuclear incident", the charity said in a statement.
