Google Announces 'Stricter Criteria' on YouTube Videos Qualified for Monetization

Effective immediately, as a channel owner, you must have up to 4,000 hours of watch time on your channel within the past 12 months and have at least 1,000 subscribers before you will be eligible to join YouTube's Partner Program. The policy in question features a controversial change to its monetization system and feeds growing concerns about the way YouTube treats it's content creators. (Previously, the only requirement was that a channel reach 10,000 viewers.) Existing channels will become subject to the same new set of Partner Program requirements on February 20.
Whom will these changes affect most significantly?
YouTube is promising advertisers that all videos sold as part of its "Google Preferred" ad offering will soon be vetted by real people. Theoretically, that will make it easier for YouTube to catch bad actors who aren't there to build up an audience but manipulate other users or spread false information. Despite the scandal, Paul's channel has grown since the incident, but a majority of the backlash was aimed at YouTube for allowing Paul and similar YouTubers to get away with offensive behavior even before the infamous suicide video.
