IOC not promising Olympic locations to Russian enchantment winners

A court for worldwide sports overturned lifetime bans over doping for 28 Russian athletes on Wednesday, dealing a serious setback to the global Olympic Committee's efforts to rein in doping.
"We are very glad for our athletes", said President Vladimir Putin's spokesperson Dmitry Peskov.
Olympic gold medallist Beckie Scott, who serves as the chair of the World Anti-Doping Agency's athlete committee, said Edney has "every right" to be frustrated and called the CAS ruling a "massive setback" in the general fight against doping.
The IOC is yet to officially reallocate the medals from that event, but if confirmed it would raise Britain's medal count to five and make Sochi 2014 their most successful Winter Olympics.
The McLaren report said Russian athletes benefited from a state-sponsored doping programme between 2011 and 2015, speaking of "a cover-up that evolved from uncontrolled chaos to an institutionalised and disciplined medal-winning conspiracy".
In a statement on Thursday, the International Olympic Committee said it is taking the decision with "disappointment" over the reversal of the case against 28 athletes, and "satisfaction" over the case of the 11 others.

"I'm partly satisfied with the CAS decision because we had a large number of athletes who were exonerated - all the skeleton athletes and some of the bobsledders. We would like to see what is said about the athletes who were not fully exonerated". That won't happen until CAS releases more details on why it ruled the way it did Thursday, and it's unknown how long that process will take.
The 11 medallists reinstated include gold medallists Alexander Legkov (cross-country) and Alexander Tretiakov (skeleton), while double bobsleigh champion Alexandr Zubkov remains suspended and the case of twice biathlon silver medallist Olga Vilukhina is still pending.
Bobsleigher Maxim Belugin was the only Russian athlete of 43 who did not submit an appeal against the International Olympic Committee decision to impose lifetime bans at the end of a year ago.
