Beijing has accused Trump of undermining global trade regulation by taking action over steel, technology policy and other disputes under US law instead of through the World Trade Organization.
On Friday, European Commission President Jean-Claude Juncker warned that there would be consequences for the U.S. if Trump's threat of a 25 percent tariff on steel and 10 percent on aluminium imports takes effect, reports The Guardian.
Canada is the largest USA trading partner and a year ago shipped $7.2 billion worth of aluminum and $4.3 billion of steel to the United States. Originally that implied a country imposing safeguards would lower tariffs on other goods to balance the economic impact.
An advocate of "Made in America", Trump has been a harsh critic of his predecessors' trade agreements, which he says have taken millions of jobs away from the U.S.
"This is absolutely unacceptable and it's a point we've made many times", Trudeau said. "As soon as you exempt one country, then you have to exempt another country".
Amid speculation that Trump may bow to pressure and amend his tariff plan before it's put into effect in the coming weeks, Navarro reiterates that there would be no country exemptions on the tariffs of 25 percent on steel and the 10 percent on aluminum.
The tariffs would also hit other US allies - Britain, Germany, South Korea, Turkey and Japan. The President on Saturday threatened to retaliate against the retaliation.
In a tweet, Mr Trump said: "When a country (USA) is losing many billions of dollars on trade with virtually every country it does business with, trade wars are good, and easy to win".

Despite the harsh words, both Mr. Navarro and Mr. Ross indicated there might still be room to avoid a worldwide trade brawl. He said there would be a mechanism to exclude some businesses, on a case-by-case basis, from having to pay higher prices for the imported metals.
U.S. Commerce Secretary Ross said the total value of the impending U.S. tariffs amounts to about $9 billion a year, a fraction of 1 percent of the annual $18.6 trillion U.S. economy, the world's largest.

Meanwhile Europe has reacted with similar annoyance, feeling it has been caught up in a move against China, where the E.U.is as much a victim as the US from emerging market dumping.
Rules for cars were scheduled to play a prominent role over the past week, but the top USA negotiator on the issue was hurriedly summoned back to Washington on the first day of the talks to meet with representatives from American auto companies. How is it that the U.S.is hurting China's competitive edge in steel by taxing its allies?
But one of the president's few core political convictions is the notion that the United States is getting taken advantage of on trade.

On the same day, Israeli Prime Minister Benjamin Netanyahu hailed the USA announcement as "a great day for the people of Israel". Trump also noted that other presidents during their election campaigns promised to make the move but always broke that promise.
Mr Barkat may also have hoped to put pressure on the finance ministry to help cover a local budget deficit. Christian leaders chose to reopen the church after Israel on Tuesday suspended tax measures they oppose.
